The cheapest way to travel around the country is by bus. Buying a pass may be a good solution (they are sold at bus stations and in newspaper kiosks). You can also pay fairs to the bus driver although it will be more expensive. As to the taxi, agree with the taxi driver about the final price in advance.

If all cheap plane tickets to Montenegro are sold out, you can take a flight to Belgrade. And then take a night bus from there to Montenegro. It won’t be expensive either.

The cheapest way to get from Tivat airport to the city is the bus. Unfortunately, buses don’t run directly to or from the airport. You have to go out to the highway which is approximately in 100 meters away from the airport and walk 100 meters more in Tivat direction. And there you will see the bus stop. If you need to get to Podgorica, Kotor, Budva, Ulcinj, stand on the airport side. And if you need to get to Tivat, Perast or Herceg Novi, stand on the opposite side.
