There are no non-stop flights from Moscow to Taipei. So, you will need a connect flight at Hong Kong. The best deals on flights to Hong Kong are offered by HongKong Airlines and China Airlines. And try to avoid flying during the days of big exhibitions in Taiwan.

There is no fee for entering the skyscraper Taipei-101. Nevertheless, you will have to pay for using the viewing point. You can enjoy free city views from the Chiang Kai-shek Memorial.
